Landrieu, Snowe Introduce Bill to Boost Smalll Business Contracts

PRESS RELEASE  Feb. 4, 2010

Legislation would help increase small business sales and create jobs.

WASHINGTON - U.S. Senate Committee on Small Business and Entrepreneurship Chair, Mary L. Landrieu, D-La., and Ranking Member Olympia J. Snowe, R-Maine, today introduced a bill to modernize and strengthen the Small Business Administration's government contracting programs to help increase small business sales and create American jobs.

"Government contracts are perhaps one of the easiest and most inexpensive ways the government can help immediately increase sales for America's entrepreneurs, giving them the tools they need to keep our economy strong and create jobs," Sen. Landrieu said. "These contracting opportunities represent job creation for small businesses in a way that is unique. When large businesses get new work they typically spread that work among existing employees. When small businesses get these contracts they must staff up to meet the increased demand. By increasing contracts to small businesses by just 1 percent, we can create more than 100,000 new jobs - and today, we need those jobs more than ever."

"Federal contracting opportunities have served as a vital tool for American small businesses, helping them to grow, expand, and hire," said Ranking Member Snowe. "Yet the ability of these companies to earn Federal contracts is frequently stunted by the egregious and repeated failure of Federal agencies to meet their statutory 23-percent small business 'goaling' requirements. Our bill, which is based on legislation I originally introduced as Chair of this Committee in the 109th Congress, will endow the SBA with additional and improved instruments to remedy this consistent underperformance and meet the myriad demands of an ever-changing 21st century contracting environment."

The Small Business Contracting Improvements Act of 2010 would:

  • Require agencies to consider small businesses when placing orders on large contracts;
  • Close many loopholes that give big businesses an unfair advantage;
  • Add protections for small firms and sub-contractors;
  • Reduce bundled contracts by reserving more contracts for small business concerns; and
  • Shine light on which agencies bundle and why.

Wells Fargo has a new national bid opportunity and is looking to identify best-of-class M/W/DBE companies for janitorial consumables suppliers. The scope is for janitorial consumables (paper towels, toilet paper, hand soap, etc.) on a national basis for the 6,000 retail banking sites.

Democrat Proposes Raising Net Worth Cap for Minority Small Business Program

Legislation introduced last week would raise the net worth cap for participants of the Small Business Administration's 8(a) program for socially and economically disadvantaged individuals.

Currently, the minority small business assistance program excludes individuals whose net worth is more than $750,000. The bill, sponsored by Rep. G.K. Butterfield, D-N.C., would adjust the cap, which was established in 1988, for inflation, bringing it to $978,722. It also would allow for increases with future inflation.   Read more

All Money Is Green: A MBE to MBE Spend Event

On October 7, 2009 from 5:30 p.m. to 7:30 p.m. in Oakland, NCMSDC will be hosting its first All Money is Green: A MBE to MBE Spend Event. It will be open to all certified and non-certified Minority Business Enterprises so please help us spread the word to your members.

As you know everywhere we go, we hear about the revenue generated every year by MBEs ($5 billion in 2008) and all the spend on goods and services. Shouldn't MBEs be spending this wealth with each other? ‘All Money is Green: a MBE-to-MBE Spend Event’ will show MBEs how to start. Engaging in MBE-to-MBE spend and building relationships builds trust and possible partnerships. This in turn leads to increased capacity, which will help MBEs compete for larger corporate contracts. It’s a simple but effective formula. Learning how to increase business and expand capacity despite the economy isn’t an impossible task. We ask you to encourage your members to come to our event on October 7th and NCMSDC President Scott Vowels will show them how.

Sam's Club Helps America's Small Businesses

Sam's Club is fighting for America's small business owners and operators and beginning today, thousands of associates from all of its 600 clubs across the country are committing to visit 100,000 small businesses to help them identify ways they can lower their costs and succeed. The Sam's Club Small Business Savings Drive is part of a campaign that culminates during National Small Business Week May 22. Government Procurement Connections in TX

There is good news for Texans when it comes to the Economic Recovery Act such as $2.8 billion for education, which includes $3 billion for Houston-area schools and $158 million for the Houston Independent School District; $2.5 billion for government and business to expand broadband communications in rural Texas; $2.8 billion for transportation.

White House Plans to Unlock Credit for Small Businesses

Today, as part of an effort Treasury Secretary Geithner first outlined in introducing the Financial Stability Plan (FSP) in February, President Obama and Secretary Geithner will announce plans to take immediate action to help ensure that credit gets flowing again to entrepreneurs and business owners. ABA-LA on Critical Issues

Asian Business Association- Los Angeles has been working hard to take a strong leadership position on critical issues impacting minority-owned and operated small businesses.

Earlier this month, the executive committee of ABA approved the following resolution (pdf).

The primary concerns for ABA members that own small-to-medium sized businesses include the following:

1) The card check process would circumvent a secret-ballot process, allowing employers and labor unions to potentially intimidate employees to vote for or against labor representation. We believe the process should continue to be done by secret ballot.

2) The card check process may eliminate or reduce supervision by the NLRB, which is essential for a fair and equitable election to take place.

3) The ABA resolution is not anti-union or anti-business. Its primary intent is to ensure that any process for the selection/election of representation by employees is fair and free of any undue pressure or intimidation.

ABA surveyed their members, with a twelve percent response rate. CLICK HERE FOR PDF with results of check card survey. Eighty-one percent of those responding said card check was an issue that concerned them. ABA recognizes that card check is an important issue for members and for the many corporations and small businesses that could be impacted by it.

SCMBDC Hosting 2 MBE Training Seminars

On Tuesday, January 20, 2009, The Southern California Minority Business Development Council (SCMBDC) is hosting 2 MBE training seminars to prepare for SCMBDC's annual trade show on Tuesday, February 17, 2009.

WALNUT, Calif. - Jamie Borromeo is the new executive director of the National Council of Asian American Business Associations.

The umbrella business and nonprofit group, headquartered in Los Angeles, will be represented by Borromeo, current an aide to San Jose Councilwoman Madison Nguyen and former intern of Rep. Michael Honda (CA-15). Borromeo is currently editor-in-chief of Asian Enterprise magazine, the country's largest circulating Asian American business magazine.

"I grew up with a father who struggled as an entrepreneur, trying to obtain contracts as a supplier, and a mother who passionately fought for the rights of Asian Americans trying to gain access in the business world," said Borromeo. "Their story is similar to so many other small business owners' stories, and I feel it is my duty as a young person to carry on their mission."

While interning with Rep. Honda's office, Borromeo assisted in drafting legislation to assist Hurricane Katrina victims, which led to her senior thesis on the inequalities faced by New Orleans' Asian Americans after the hurricane.

The former UC Santa Cruz student's new role is part of an effort to introduce "new blood" and continue a legacy paved by Asian American business leaders.

She leads an organization formed in 2000 to provide a national voice for 380,000 small businesses on issues of economic development, public contracting and private procurement, and public and fiscal policies affecting them. The group's work includes small business and financial literacy programs, minority/women business enterprise certification and receiving more than one-half million dollars in corporate support for three years. A Silicon Valley office will be established in 2008.
